Executive Summary

 

IPSASs are part of the brooder financial reform process being undertaken in a global scale by many governments and international institutions. IPSAS Standards was developed by the International Public Sector Accounting Standards Board (IPSASB) which has 157 member and associate bodies in 123 countries and jurisdictions, representing 2.5 million accountants in public practice, education, government service, industry and commerce. In addition it developed the following standards and activities.

 

·         Auditing and Assurance Standards (IAASB)

·         Ethics Standards (IESBA)

·         Accounting Education Standards (IAESB)

·         Compliance Program for member bodies

In pursuance of the objective to create global convergence of public financial accounting it has influenced our country to migrate from Integrated Financial Management system to IPSASs. This then necessitated the reorientation of public accounting practice to the new standards.  This training course is to ensure that officers understand the rational for the introduction of IPSASs and the theory behind it. Participants in this course will acquire the ability to adhere to the IPSASs procedures and processes. Additional subjects are public procurement, computerized accounting, accounting ethics and governance and administration which enhance a holistic competency development.   

The government of Tanzania has migrated from the integrated financial management system to the public sector accounting finance in line with the International Public Sector Accounting Standards Board (IPSASB) recommendations. IPSASB Developed the International Public Sector Accounting Standards (IPSASs) - cash and accrual and is supported by the UN, World Bank, OECD, NATO and other global and regional bodies. It facilitates convergence of national and international public sector standards

The practice of public financial management is critical in combating corruption, alleviating poverty, and ensuring the effective use of internal and external resources in accordance with the policies of the republic of Tanzania.

In order for the IPSASs to be successfully implemented public accountants and their supervisors need to have competency in the spirit and letter of the standards, its application methodologies and use of computers in an accounting environment.

Introduction

The course is designed to provide a balanced theoretical foundation for the use of IPSASs and the rational for its application. It also creates learning opportunities for the knowledge prerequisite to fully understand and appreciate the IPSASs application context.

The overall aim is that by the end of the course the participants will be able to demonstrate an understanding of the theory, process, procedures, legislation and ethic consideration of IPSASs. It will be achieved by attaining the following learning outcomes: -

·         Develop a high standard of public accounting performance

·         Produce acceptable public financial statements

·         Produce departmental and ministerial financial reports in accordance to the public audit needs

·         Demonstrate a high level of accounting ethics 

·         Prevent opportunities for corrupt practices

The participants will be able to: -

·         Demonstrate the difference from government accounting, government business entities and that of normal business entities

·         Work with the full set of Financial Statement as stipulated by the IPSASB

·         Demonstrate the compliance, capacity and ability to prepare general purpose financial statement as according to IPSAS

·         Apply IPSASs and differentiate them with international financial reporting standards (IFRS)

·         Understand the treatment of C (Recruitment) and D (Development) Fund Accounts under IPSAS

·         Assess/Interpret government’s fiscal condition from the reports prepared under IPSAS

·         Incorporate budget information in the Financial Statements.

·         Incorporate budget previous year’s operating results in the current year financial statement in a systematic manner as per IPSAS

·         Recognizing revenues in government entities

·         Recognizing expenditure in government entities

·         Treatment of various government accounts and various matters arising

·         Recognition, Presentation, Measurement and Disclosure requirement as required by IPSAS

·         Financial Reporting under the Cash and Accrual Basis of Accounting in IPSAS and Components of Financial Statements

·         Major difference between IPSAS for Accrual and Cash basis

·         Acquisitions and Disposals of Controlled Entities and Other Operating Units

·         Disclosures in IPSAS Reported Financial Statements

·         Qualitative Characteristics of Financial Reporting in IPSAS

·         Governance and Administration

·         Public Auditing

·         Auditing requirements for government entities in consideration of IPSAS

·         Advanced Excel for Accountants

·         Accounting Ethics standards and customised treatment of particular items under IPSAS

The course delivery process will be made of: -

 

·        Formal Lectures: The course is made of out 75% lectures that will cover the theoretical content, look at the applicable legislations and examples of best practice.

·        Special Presentations: Experts from the field will make special presentation to allow the participants to have insight on the actual application of theory.

·        Case Study Analysis: The participants will read research reports on the application of IPSASs in Tanzania and other countries. In order to consolidation the learned concepts and principles

·        Group Discussions: The participants will discuss questions set by the facilitators. The purpose of the discussion is to develop financial critical thinking abilities and for peer teaching.

·        Individual Assignments:  Participants will be given take away assignments. He purpose of which is to focus the participants on course reading text and also for the internalizations of the concepts.

·        End of course Assessment:  The participants will have a 30 minutes evaluation paper. That will be a combination of one word and short sentences answers.
